I did some Xing Yi Quan years ago, and I want to get back into it.
Does anyone have an opinion on Victor Chao (of the "Magic Dragon School of Martial Arts"), or know of a good Xing Yi teacher in the area?

You mean Sifu Puff's school?
Victor Chao seems to stress Yiquan type standing exercises (Zhanzhuang) a lot, and I think he knows the stuff pretty well.

It's my personal impression. If you want to know more, just write him an email or give him a call 
Victor Chao is a fine human being and instructor. He teaches out of his home in ann arbor. if you train with him you will be taught a standing practice first. The most unusual effect of this training i have noticed so far is that it releives my muscle soreness unusually fast. you would do well to study with him, however if you are allergic to cats like me you may not be able to train at his home. He has about 3 or 4 cats
