I am fairly desperate in looking for a good internal arts instructor in the Eastern San Francisco Bay area. The closer to San Lorenzo, the better.

He's more "traditional" but pretty down-to-earth and knows applications.
Hong Zhongnan teaches Wu style taiji in Berkeley.
Depends on what you're looking for, I guess. There's more over north of SF, in SF proper and on the Peninsula. East Bay doesn't have as much.
I would add my kung fu brother Bernie Langan in Albany who teaches Gao style Bagua and Hebei Xingyi. Our (and Tim's) teacher Leo Dexiu will be at his place in a coule of weeks and is definately not to be missed. We had a great time here in Mass.

Definitely. Sorry for the oversight, Buddy. Langan's website is www.stillnessinmotion.com. Luo Dexiu will be giving a Gao style baguazhang and xingyi seminar there starting around July 31. If you could make any part of that, Travis, it would be a great introduction from a skilled teacher (although the seminar isn't in taijiquan). Bernie Langan also teaches taijiquan and silat.
